Unable to measure its own state, a building is forced to run for peak demand. While temperature, occupancy, daylight and drawn power go unread, lighting and climate control are sized on assumption, and assumption always drifts to the safe side — towards excess. Oversizing is rarely a design choice; more often it is what missing information leaves behind.

The picture changes once a decision layer sits between measurement and command. A sensor reports, the rule set interprets, and over KNX or BACnet a valve, a motor drive and a dimmer take position. Read-back travels the same line, so whether the command actually landed is visible too.

Comfort and consumption do not pull in the same direction. Holding a hall permanently ready secures comfort and spends energy while the room stands empty. Scenario design is that bargain written down: which range is open to the user in which space, which is locked, which priority applies at which hour. Metering audits the design and looks for deviation rather than a total. Adding measurement points achieves little by itself, since consumption becomes readable only when it is split into circuits and set against a reference period.
