The technical fabric of a building is usually tendered in pieces. Power goes to one contractor, extra-low-voltage to another, mechanical control to a third. That split is rarely a technical decision; it follows the tender calendar, since each package is contracted in its own time, on its own budget, with its own specialist. Every contractor then meets its own specification in full, and what emerges is a sum of installations each correct in itself and unaware of the others.
Trouble appears not inside those installations but in the gap left between them. On an evacuation, the fire panel has to release the turnstiles, bring the lifts to the discharge floor and take over the paging line. Which contract covers that behaviour is, in most projects, unwritten — and the omission surfaces at acceptance rather than at the design table. From there the remedy turns into correspondence between the parties.
This is precisely where the position of the system integrator is defined. Its scope is not a trade but the technical whole of the building: the chain running from a detector in the field to the screen in front of the operator. That whole is assembled out of decisions rather than a product list — which information crosses which interface, which event triggers which side, which function stays up on its own when something breaks.
Where responsibility has an address
Once the architecture has an owner, the first thing to change is accountability. A time offset between a card-reader record and CCTV footage is corrected without arguing over whose fault it was. When one manufacturer's release breaks another's interface, whose job the repair is remains clear. A common logging scheme, a common time source and a common authorisation table can be established no other way.
The second change concerns timing. Where the links between disciplines will be made has to be settled before cable routes and panel positions are fixed; every connection noticed afterwards is paid for with a broken wall. Responsibility is therefore something we define by the points at which the technical fabric ties together, not by separate installations.
