Between detection and response lies a short interval where the decision is made. That interval is what this group has in common: who decides what a movement, an identity or a smoke density means, on what data, and how fast. Field devices produce raw signal; turning signal into event, and event into response, is the work of the rule set.
A false alarm is the costliest fault here, because it degrades the operator's threshold rather than a device. Video verification, an identity query or confirmation from a second detector lowers the cost of the decision. Traceability is the other condition: unless it is recorded who closed an alert and why, the next shift reaches that decision from scratch.
Where the duty is statutory
Some of this group follows the operator's preference; the life-safety part does not. Fire detection, with voice evacuation and directional guidance, answers to the verification, alarm and fault-signalling conditions the EN 54 series defines, and a panel must announce a broken line by itself. Periodic testing, standby supply and maintenance records weigh heavier there too. Two layers sharing one cable route are judged under different inspection regimes.
