At most energy sites nobody is present under normal conditions. A step-down substation, a pumping station, a valve room and the measuring points strung along a line all work against a distant operations desk. Getting out to one of them is an expedition in itself. That a device can report its own failure therefore matters as much as the failure: a sensor that dies quietly makes a problem look like no problem at all.
The environment does not resemble ordinary building conditions either. In a switchyard the transients thrown off at the moment of switching ride onto any signal cable running past. Where earthing and screening are not done properly, what the line carries is noise rather than data. At gas and oil facilities, equipment rated for an explosive atmosphere is a precondition of installation. Because pipeline routes and pole lines run out across unpopulated ground, watching them is built on thermal detection and radar.
Untouchable outside a planned outage
De-energising an enclosure at these sites stops not only that enclosure but the line it feeds. Anything that cannot be done while the plant runs is written into a planned outage, and when the outage comes there is already other work queued for it. Installation has to fit that calendar: material on site before the shutdown, commissioning steps broken small enough to sit inside the window. On a transport line the logic is identical — tunnel and platform equipment cannot be approached while services run. Miss the window and the work waits for the next outage.
