The plan of a high-security site is drawn in zones rather than rooms. Perimeter, buffer area, controlled zone and, innermost, a volume only a counted few may enter are defined as shells nested one inside another. Each shell asks for its own method of verification. The difference between a door where a card suffices and a door that wants a second proof beside it comes out of that layer map.

At defence industry sites, military compounds and police buildings, information is gathered on condition that it never leaves the site. Recording stays local and monitoring is done locally; a remote maintenance channel opening onto a manufacturer's cloud is unacceptable to most such institutions, and a fault is cleared by going to site. Which door an outside technician entered by, who escorted them and which cabinet they opened is logged separately. Maintenance under these terms follows a programme agreed in writing beforehand.

What a false alarm costs

In open-area detection the real task is not seeing the threat but eliminating what is not one. A shrub moving in the wind, a sheet of plastic dragged along, an animal crossing through fog — each produces motion on the thermal and radar side. An alarm that sounds for nothing wears out the operator on watch, and attention shifts before long from the warning itself to the habit of silencing it. Overlapping the detection layers, refusing to raise unverified motion into an alarm, and tracking how many false alarms a night brings decide more than any sensitivity setting.
