For most hours of the day nobody is inside a data center hall. What the building is doing is learned from measurement, not from someone standing in it: temperature at a cabinet inlet, pressure difference between aisles, current on supply feeds, the state of door contacts. When measurement stops the hall goes blind, because the staff who would watch it were never in the room.
The hall's physics limits the work
The void beneath a raised floor is an air path, and every cable pulled through it alters the cooling balance. A cabinet at the back cannot be reached without removing aisle containment panels, while the cabinets either side carry on working. Since stopping the hall is not an option, a new route is pulled step by step, each step undoable. Telecom infrastructure carries the same discipline outdoors: a street cabinet is watched as a piece of the hall that fell some distance away. As capacity grows, a cabinet row is added beside the existing one, so the tray layout overhead accounts from the outset for a row not yet built.
The boundary of authorisation is the cabinet door itself
Where operators and ISPs share a hall, no party can reach another's hardware. That boundary slides inward from the building entrance; which card opened which cabinet, and under whose escort, goes on record. In network operations centres the same record is the first source for reconstructing the order of events after a fault, read before the telemetry. In shared space it also settles where responsibility lies, which is why it cannot be completed later and has to have been written at the moment.
